There's 5% of the task accomplished in just five days. And you were overwhelmed with thinking about how long it takes to write a master plan.
As the effort progresses, some days' 1% may be the phone call to your volunteer to schedule a meeting, or a follow up note or entering data on one call in the computer.
Prolific authors regularly say they write a fixed number of pages each day. Master painters have been known to add only half dozen brush strokes a day. Doing just 1% of a big task each day will lead to 100%. The failure to ever get started because the task is so overwhelming leads to nothing.
